1) right out of school, they have been involved with MySpace, text messaging and the like for several years, so they would be up to speed on the communities already (but need a lesson in PR, legal, and transparency I'm sure to stay out of hot water)
2) it would probably be an additional responsibility as part of another job like marketing assistant and it would probably be grown into a full time job as the need arises
I don't think it can be forced and I think it would be hard to convert someone that wasn't already active online with blogs and other social networks.
I have always been active online, but only started actively blogging within the last year.
I think a person would be challenged to be a community organizer full time because you would start to drift away from the business world and what clients really want. I think there has to be a balance there. For most of us out there, most of the time I put into the communities is on my own dime.
